I have only eaten take-out food from here, and I have never actually gone in and picked up the food myself; the hubster does that.So my review will be lacking in those areas.
Nice and hot, the fish is great, tastes just like deep fried fish. Not comparable to H. Salt Fish and Chips, in my opinion. Say what you will, H. Salt has their technique down, and their fried fish is my not so guilty pleasure. Of course, any fried fish will diminish in flavor as it cools, - well, duh - but H. Salt does have the advantage of having fish that does not depend almost entirely for flavor on its' being served hot.
One day we did not get home in time to eat Tugboat's fish "piping hot". It was okay, like when you are really hungry TV dinners are okay; if this had been my only experience at Tugboat's, I would not have returned. Well, maybe I would have, but only because I am a newbie in Vacaville and know of no other place that even serves fish and chips.
Their fries (chips) are an embarrassment. Obviously CHEAP frozen fries (or disguised to taste and look like CHEAP frozen fries) I eat them because they are there.
Fish & chips are not gourmet fare. They are supposed to be filling and crispy and tasty and at least a bit greasy. Since Tugboat appears to specialize in deep fried seafood, I suggest they try to up the flavor factor, so taste is not dependent almost entirely on 'hot and crispy'.
BTW, Tugboat; a long very thin and skinny piece of fish does not fool my eye into thinking I am getting a 'big' piece of fish.
